New Orleans: Flood/Hurricane Proof Ark?

Oh New Orleans! I understand you are in kinda of a crappy area as far as weather is concerned, but really a big floating island?

No this is not a viral campaign for 2010 but rather a potential plan for New Orleans. The behemoth monstrosity is called the New Orleans Arcology Habitat or NOAH. I don't think there will be room for two of every animal species, but the mega raft will include the following features.

1. Residential Units / Rental and Condominium; 20,000 units @ average 1100 Sq ft
2. Three Hotels; Average 200 rooms plus associated services
3. Time Share Units; 1500 units @ average 1100 sq ft
4. Three Casino Facilities
5. Commercial Space / Rental and Condominiums; 500,000 sq ft
6. Commercial Space / Retail; 500,000 sq ft
7. Parking Garage / within foundation; 8,000 cars
8. Cultural Facilities; 100,000 sq ft
9. Public Works; 50,000 sq ft / includes storage
10. District School System; 100,000 sq ft
11. District Administrative Office; 50,000 sq ft
12. District Health Care Facility; 20,000 sq ft

Estimated Total Square Footage : 30 million

God only knows what such a thing would cost, but more stimulus dollars could be printed to cover the cost.  Perhaps we can look at building these in all major US cities that are susceptible to a natural disaster.  An earthquake proof LA version would be pretty cool, although I imagine that getting to such a haven would be nearly impossible in natural disaster with no warning. 

Doesn't it look pretty sitting there on the water?  Fans spinning clean and refreshing air; solar panels delivering power to gadgets.  On paper this all looks fine and dandy, but I doubt something like this ever coming to light.  What ever happened to personal preparedness?

Yes Foxtrot what happened to personal preparedness..?? I guess that only makes since with people that dont want everyone to do everything for them! Awesome.
